Level funding is a tremendous victory for organized TRIO in a bill that cuts funding for the Department of Education by 28% — and that eliminates programs such as Federal Work Study and the Supplemental Educational Opportunity Grant (SEOG). The bill maintains the maximum Pell Grant award of $6,335.
Other than a discretionary increase in the maximum Pell Grant award by $250, bringing the total maximum award to $7,645, the Senate bill effectively froze education funding at FY2023 levels. The Federal TRIO Programs and GEAR UP were funded at FY2023 levels: TRIO at $1.2 billion and GEAR UP at $388 million.
As you will recall , this bill cuts the Department of Education funding by 28% , eliminates funding for the Federal Work Study and Supplemental Educational Opportunity Grants (SEOG) programs while level-funding Federal TRIO programs, GEAR UP and Pell Grants at FY23 levels.
